•The Soul Shriven skin and the Stonefire Scamp Pet can rarely be obtained by defeating the elite Daedric forces and their master in the darkest depths of the Imperial Sewers.
•The Xivkyn Dreadguard, Xivkyn Tormentor, and Xivkyn Augur Polymorphs can very rarely be found in Imperial Reward containers, purchasable from Tel Var Lockbox merchants and Tel Var Greater Lockbox merchants who are found in your alliance’s base in the Imperial City Sewers.
Costumes are already pve rewards. Razaks pet is already given after completing a public dungeon quest . It is already in place, although they should implement it more (and with the IC update, they definitely have created pets, costumes, and polymorphic rewards as part of the game)

You have good faith but ZOS has only created 1 pet as a PvE reward and a few costumes. It's been over a year and I feel like they are only developing mounts and pets for their crown store. Where's the carrot on the stick?

@miked83b14_ESO and that's why I said "they should implement it more" or maybe you missed that comment. Smh
I think what @Gidorick is referring to is someone outright asked on ESO Live (I'm pretty sure it was the one with Rich Lambert) and he pretty much just said "wait for Orsinium". It was actually a cool question with a detailed idea of how you could achieve this rare mount.
