HOTFIX NEEDED! Latest patch: Structured entropy reset quickslot timer on use!

Basically what title says. After the latest smaller patch, using structured entropy will reset the quickslot timer and make it impossible to use potions.
This needs to be hotfixed very quickly, as it breaks down magicka builds completely, especially in PvE where this is a must to finish IC dungeons and new content.
ZOS, please fix this, it's kind of major as entropy/structured is used in a large amounts of magicka builds as a core ability. The combination of pots and this ability is a must in PvE, and is no longer working.
