The drop rate is so abismal, along with the disection of the complete set that the cash shop will be the only option for the majority of players to obtain this and future motifs.
It is, unfortunate but it is the way Zos has eso headed.1 -

True, if you're looking at them as a short-term thing. But if it's just something that ticks along in the background whilst you're doing other things in-game you'll eventually get enough fragments, re glass. We're talking years, but that's always been the case with an MMO that some things progress over that time period. And I think that's okay.If you can be anything, be kind.0 -

Well, I am pretty happy that ESO, or ZOS, is heading that way. Cosmetic stuff like that is better than weapons and armor you may only get there. (or get there much faster than ingame).0
