Need some help from experienced players, Thanks in advice

Hi guys, today i just made r15, started eso 1 month ago
i have a lot of experience with mmorpg but the item system of this game is driving me crazy so i'd like some help

i play a sorc, want to play a standard "mage" build so i have some questions (i am PVP ONLY oriented -- solo/duo/small men)

-For the spells build i want to make my own one, the only question i got is , why the hell every sorc i meet or every sorc video one youtube has shields that absorb TON of dmg and my 3 shield are CRAP? they're nerfed on cyrodill but other ppl got better shields, is that because of Gear/champion points (bastion) ?

-i just made R15, i'm looking for which items i should buy/craft/drop , first of all i did see that there is not much difference atm between r16 and r15 items, well, there is with enchants etc but it's like 1 month i'm farming only so i think i can farm up to rank 16 then i need a PVP break, then i can work on the top gear, i think i will be able to play with a r15 purpe gear (or am i wrong? )
the question is : WHICH items should i drop? WHAT should i craft? What should i buy? i have 50 on all craft and at least 5/6 traits for each item, which set should i choose for pvp? should i mix some sets? WHERE do i have to go to make those sets? (ofc i want to play 7/7 light for the moment, then i'll maybe switch)

-What are those boxes that u can buy with 8k stones in sewers? what do they contain?

-Why i feel like a noob?

Maybe with some answers my game experience will improve, cause the more i raise in levels, the more question i have ffs
Tomorrow i'll hit r16 and i'd like to gear up, if any of you can give me some good tips, i'd really apriciate

Some of that is the IC release nerfed the snot out of the shields, particularly in Cyrodiil. Second... some of it's bastion, but most of it is just boosting Magicka and spell power into the low stratosphere.

Seriously, you're looking at people that put 64 points in Magicka.

Because of the Shield Breaker Set, that meta is about to take a serious blow. So, you might want to be looking for other options to help you survive.

If you're not sure of what you want from a set, get V14 gear. Don't worry about the V15 and V16 stuff until you know exactly what you want from your build.

Why you say r14 instead of r15set?
and more important, which set (R14 or r15) should i choose?

Because the V14 stuff uses Tier 9 materials, the V15 gear uses Tier 10. The Tier 9 materials are significantly cheaper.

As for what set? That's going to depend on your build. I'm partial to Seducer for Magicka builds. But, there's a lot of options.

ok, the last question i got is if ther's a Site with ALL light armor sets (v14/15/16) so i can make my decision for starting gear, cause i found some sites but nothing "well done"
