PS4 - NA Server - 1 out of 4 characters can't log in

I am having a wierd issue. I have 4 characters all on the PS4 NA server. Only 1 out of the 4 cannot connect to the game servers. Whenever I try to connect, I get the following error:
Unable to connect to game server. Please make sure you have a valid internet connection.
However, If I try to login with my other characters - it works....
Here is the break down of what works and what does (all on the same PS4 and all on the same network):
Character 1 -> Templar on Daggerfall, logs in without any issues
Character 2 -> Sorcerer on Daggerfall, logs in without any issues
Character 3 -> Nightblade on Admeri Dominion -> CANNOT log in
Character 4 -> Dragonknight on Ebonheart pact, logs in without any issues.
Can somebody please help me understand why only 1 character is being restricted from logging in?

Pyro117✭✭Update: I forgot to mention that I was in a group playing when I was kicked with a CE error (blue screen).
After that I couldn't log in, but I can today.
My theory is that the instance on the NA mega-server that my buddy was on was full and/or not accepting new connections. Instead of getting a valid error message, I was getting the unable to connect message.
This theory would explain why my 3 other characters could connect and log in, but not the 4th one (they weren't in groups and obviously connecting to other instances).
