Imperial City - before VR14 - VR16

Is it worth while getting the IC DLC before hitting VR14?

of my 8 toons, 2 are veteran (VR3 and VR11). At the moment i haven't PVP'd a whole lot, wanted to be around VR12 so i wasn't undone by the lack of battle levelling in VR campaigns but with it coming in (console), i was wondering whether it might be worth spending more time to PVP not just on my main but on my other characters

and is it possible for me to do the new PVE content under levelled? or am i best waiting till i have a few VR14's to run it on. No doubt now its been out a over a week some PC players will be able to give me their views.

    I've heard from Deltia that it's best to be VR15 before you go to IC because none of the good gear drops before that. You can collect stones and have a chance to get the new crafting motif but that's about it.

    I entered at V12, collected stones, became V13 and bought 4 pieces of the Phoenix set. In regards to being competitive and able to survive I had no problem. Of course there are those rather big roaming bosses where you need a bigger group.

    But overall I'm really enjoying the content even without being V14 or 15. It's also pretty easy to get a group of 4 or more players for pretty much everything; farming stones, farming XP, or doing quests.

    I have a v16 bosmer, stam NB in fully decked out v14 legendary gear.

    I have a v8 orc, stam templar with some crappy crafted items at v7 of blue and purple quality.

    Believe it or not, I have WAY more fun on my v8 orc stamplar despite him being the lower level with crap gear, not only do I have more fun, but I live longer, win more, and farm better. (So much for "NBs are OP!!", my NB does terribly against other players, and can barely farm unless grouped with at least one other person, pre-patch, he used to do exceedingly well in PVE and PVP)

    So yeah, depending on your build, it is worth it, but as Azalin76 said before me, the things dropped will only scale to your characters max level, so anything I am getting on my vet 8 is only scaling to vet 8 which is a bit of a bummer, but I am still getting tel var stones, experience, trophy vault items, and fun out of it, so I think it is worth it, and so far I think

    Pressumably AP towards campaigns also? no difference in AP if you kill the enemy in cyrodil or in IC?

    I entered with my sorc still being V14 (due to little game time before, she was only halfway through 14) and I had a blast. I have to admit that she was quite well equipped (4 martial, 4 mara, 3 healer, all gold except purple jewellery), but since I entered a couple days late, I encountered almost exclusively V16. I was very well able to hold my spot and kill more than die.

    It's much easier to compete with battle leveled stats if you are magicka based, since you split resources and the low regeneration does not hinder you as much. I can see stamina builds struggling a lot more.

    In the end, it's always worth giving it a shot, if it doesn't work out you can always join a bigger group or stop and level up.

    As far as killing players is concerned, yeah you still get AP for it although I haven't checked to see if it is a different amount or not, but because killing players is the only thing you can get it for in IC it is a bit harder to get mass amounts of it and most of the things seem to focus on tel var stones and trophy vault items in IC. Unlike in cyrodiil where larger battles are more common and there are quests and objectives that reward you with AP.

    I've seen all sorts of levels there. As soon as my NB hits V16, I'm getting my V7 Templar some new gear and taking her there.
