BUT BEWARE : changing Compatibility mode will ZAP ALL your settings including all your add-on settings!
(OMG, the time I will waste resetting everything!)
Anyhow, most probable fix would be using Direct X below 12 as Devious says above.
Follow-up : with Windows 10, I am no longer having computer crashes ( BSOD ) since I did the following three things...
Compatibility mode Windows 8 for both Bethesda.net_Launcher.exe and eso.exe. WARNING: this will zap your settings (graphics settings and Add-Ons), so back-up your settings files, including your Add-On settings.
Compatibility option: Disable display scaling on high DPI settings.
Windowed fullscreen instead of true Fullscreen.
I am therefore using DirectX 12 from Windows 10; well, in theory (i.e. maybe Windows 8 compatibility invokes DirectX 11 instead).
I do not know which of the three really is the fix. The first two are suggested by ESO Support.
