(PC) Game ESO wont load past intro please help (PC)

a few hours ago i installed win 10 on my PC (upgraded from win 7)
immediatly when eso started it asked me to verify that this computer is authorized to run eso because of security reasons eso sent me an email code to allow eso to start on this computer.
i did as instructed and went to my email and got the code and started eso, it took me to the start screen showing access to the password and so i typed in my password, and hit enter and started eso.
i then tried to run elderscrolls online and it will not load, so i clicked the "Repair" option at start and eso did repair itself, and still eso will not let me get to the character screen.

eso Normaly loads from the password screen to a loading screen momentarily and then directly to the character screen, but in this case it simply went to a loading screen with a small icon in the botom right of the uroboros rotating, with a eso loading screen pic and STAYS there loading for about 30 minutes and then gives me a message that eso has crashed.

i attempted this now 4 times with the same results repeatedly, eso simply will not load to character screen and allow me to start the game, it simply stays stuck on loading screen after i enter my password.

    If players find that their ESOTU launcher is stuck on loading while using a Windows 10 machine, they should follow the process below:

    Download the installer for ESOTU by logging into your account at https://account.elderscrollsonline.com/ and clicking on Download Game.
    In Windows 10, open the Control Panel.
    Click Add/Remove Programs.
    Uninstall Microsoft Visual C++ 2010 x86.
    Uninstall Microsoft Visual C++ 2010 x64.
    Restart the PC.
    Run the downloaded installer install_ESO.exe.
    Select to install both DirectX and VC++ 2010 Redistributable and complete the installation.
    Restart the PC once more and run the game launcher.

    The game launcher should now function properly. If players continue to experience issues after completing the above process, they should contact Customer Support: https://help.elderscrollsonline.com/app/ask.

    this did not work, i also noticed that the laucher does not download directx because i do not see it in the list of recent downlaods nor do i see it in the list of un-install options.
    that does not necessarily mean it was not installed but i do not see where it is in directory nor anywhere, so im only assuming it was not installed.

    none the less this still did not work,

    i contacted customer support an hour ago yet i have not recieved a responce back.
    trying to play the game and is not working out for me.

    should i un-installl and then re-install the entire eso game?
    will take probably 12 hrs to do it but im willing to try if thats whats needed.
    just need some one in eso technical Staff to help out on this please.

    UPDATE:

    after thinking for a while about this problem i decided to take a look at my video card and see if i could locate directx somewhere in those files, and low and behold i discovered that with the upgrade to win 10 it un-installed my entire graphics card and ALL files within!

    altho that was bad news for my gaming it is Great News to my problem here as all that needed to be done was to re-install my n-videa card and latest files update,

    Thus Upon Launch ESO now works perfectly and even better here in win 10 latest release!

    altho this was only personal to me and my experiance, it might help some one else in thier search and trouble if similar in the future, and with that in mind ill keep this thread open and hopefully will be usefull to some one in the future :)
