Update 7 vDSA Weekly Leaderboard Reward VR14?

I was under the impression from the update 7 patch notes that weekly leaderboard rewards from the trials would scale to character level, even though dropped loot would continue to cap at VR12-14. I'm concerned because I just received the weekly leaderboard mail and received VR14 and not VR16 (my character level on both toons who are made the weekly).
