They can breathe underwater, and could sit there indefinitely. Imagine in PVP if you could swim underwater. Could give them an unfair advantage, no? Though aside from the lake near Arrius mine there isn't much water you come across in PVP.

They actually did a developer Armchair during ESO live and went through the complexities of such an idea.
It's not something they want to do but if you like you can revisit it on the saved episodes. I believe it was back in May or April tho

I have seen the media and heard their reasoning but I don't agree with it. One underwater exploration/combat is a staple of the TES universe. Two their competitors have done it as early as DAoC.
The argument that this isn't an Elder Scroll online doesn't hold as that is the setting this game takes place in. Yes they have modified it to fit in the scenario they have set up but underwater exploration is needed to further flesh out the universe.
Staple in the TES series @NewBlacksmurf. Some of my most memorable moments in Daggerfall and Oblivion were of underwater content. In the series about exploration and freedom of play things like surface only water and invisible walls really damage the experience. I don't feel like I'm free to explore in ESO... and that's because I'm not.
