Dune/Two Moons Path quests glitched?

So after I killed the harvester and spoke with the sister I was supposed to follow the champion except that he/she didn't appear on my screen but the white marker was there. So I logged out and logged back in and I still couldn't see him. I deleted the quest so I could do it over and now everything is all wonky. When I try to approach the NPC's the disappear before I can get to them. There is no way for me to even try and active the quest again or any in that area! Those deadric portals have also returned but it won't give me the option to close the portals after I kill the mobs. How do I fix this? This is my main and I don't want to be stuck in limbo especially since I only have 2 main quest left to finish in Cadwell's Silver :(

    You have to follow them. You can't run up to the marker. They pause if you get out of range. Yes... its stupid.

    I know that now and I tried to start over. The entire area is glitched out. No characters, no players even. And when I go to where the two moon paths are and walk down the stair, I can see the NPC's but when I get close they literally vanish and it's desolate again. This is infuriating ESPECIALLY since I just bought ESO+ and now I have to deal with this crap and not being able to progress with the story. Feel like it's was a waste of money now.
