Yes, I love it when players do that. I don't answer "PST Offers" because what they're really doing is holding a silent auction where they rig the price.
Where did you find the Imperial Motif? It's the only motif I don't have but after filling dozens of orders, I have never been requested to craft Imperial style. I'd say the estimates about 20-30k are about accurate.
Or they will let it under the current price and you will save some gold...your loss.
Yes they probably expect a decent price but you can actually barter with them.

To those arguing to price it Higher than the Daedric/Ancient Elf, I would remind them of supply And demand.
While the supply for imperial motifs may be smaller, so is the demand. Not a lot of guys looking for imperial style end game gear, and too many with the ability to do it on their own via race selection or imperial edition.
Sold one yesterday I pick up in starting zone AD bank from a bag, sold it for 30k 10 mins later.
