New Matts and Hirelings

Kudos, at least I ain't locked out completely. I logged in today to find that my hirelings brought me matts from Cyrodiil. Only one each but I didn't have to buy, deconstruct or quest for them 
Edit: Should have said VR15 VR16 Matts from Imperial City.

✭✭✭✭✭Based on my Hirelings, you do need to have a VR15/16 character in order to receive the VR15/16 mats. My sub VR14's are not getting those despite having maxed materialsEnjoy the game, life is what you really want to be worried about.

Not True, my highest level character is barely over VR14

unfortunately mine are just giving me the old stuff. the dungeon bosses are what ill be grinding, but im not sure if they drop the vr15 enchants for deconstructing to make better crafted runes.
is IC the only place for the new enchants, or has anyone have had their hirelings deliver the maxed rank enchants mats?I will work. I will save. I will sacrifice. I will endure. I will fight cheerfully and do my utmost, as if the whole issue of the struggle depended on me alone.
