You're the second person I've seen make this claim. Can you be more specific, what form of RM are you using? Did you morph it? What's your base mount speed? I haven't noticed any problems but maybe there's some particular set up that's failing.

Damn, I just tried this on a different toon and it's true. RM doesn't change your speed. At least for some things.

I timed a run between two points in Daggerfall while riding my horse.

Without RM and at normal speed the ride took 10 seconds
With RM and at normal speed the ride took 10 seconds.
Without RM and at full gallop the ride took 6 seconds.
With RM and at full gallop the ride took 6 seconds.

RM, not morphed, base horse speed 54. Wow, they broke RM. Way to go, ZOS!

That's an old "feature". You can get around the problem by first galloping with your horse, releasing the Shift key, then casting Rapid Maneuver. Yeah, silly, but it works every time.

My friend has this same problem.

In party:

1. He casts RM while on his mount he does not get the speed boost and I do (mount or on foot).
2. I cast RM while we're both on mounts, we both get the speed buff
3. On foot, either of us get speed buff regardless of who casts
4. He is on foot, casts RM, gets the speed buff, mounts up and while still having the buff and the glow gets no movement speed increase.
5. He is on foot, I cast RM, he mounts up and does get the speed buff.

It is a very odd bug. He still can't get RM to work to date.

For the record, when we did this I was VR14 with 60/60/60 horse and he was ~23 with a 0/0/~40 horse.
