Is the imperial city VR only content?

Cause i'm level 26 in a non vet campaign with battle level and i'm having a hard time kill 3 rats. Is it supposed to be this hard? Cause i'm about to give up and not come back till i'm VR16.

Cazic✭✭✭✭✭Yeah, you can enter starting at lvl 10 but the difficulty is definitely up there. You'll do better coming in at the VRs.2 -

Just like craglorn was VR11/VR13 and people do it at VR2 (with like 4CP), or people dont do vet dungeons 5+ levels under the set dificulty. being 2 levels below isnt an issue unless your build/gear setup suck...
Maybe it will be hard solo till your higher, but its more a small group area anyways right?0
