Horseback riding while taking in the beautiful scenery.
Joking aside, IC is new and eventually people will get tired of only doing that.

Too many players complained, and the design of Cyrodiil suffered.
The reason there is no reason to be in Cyrodiil is because of the complaints. If your mad at the game being less enjoyable, go kill the people responsible as they try to progress their characters in IC.
Sucks that they finally had a plan to breathe more life into PvP in general, only to be QQ'ed before it hit launch.

Oddly enough the PvE'rs complained the most and now they are the same ones whining about PvP in IC. If keeps were required to gain entrance to IC, their chance of PvEing safely in IC would have been higher as only one or two alliances would have access at a time. They screwed themselves and at the same time killed Cyrodiil and left IC with no PvP objectives (or need).
I loved this patch, when i tested on the PTS and thought that blocking access based on a number of keeps was a great idea to keep some fight in cyrodiil and act as communicating vessels (ppl that don't have access to IC can more easily get keeps in cyrodiil and block access to other factions).
Now, the only reason to get in Cyro is crowning IC farmed emperors.
Yeah....
That's very sad.
I think once the min-maxers get their maxed out VR16 gear Cyrodiil will have more population.

Just a crossing of my fingers
I just did that ealier today on my secondary main... though with many people having that very idea, I still got ganked a few times. Serves me right for being a sorceror and riding around in plain sight... on the other hand... I -did- ride around in plain sight, did two towns deepest in enemy territory, and still only got ganked twice...Ooh, so now is a good time to go and do Cyrodil PvE quests undisturbed? That'd be neat. I always thought it was a stupid idea to stick so many PvE achievements in there.
