Is IC Scaled?

Apologize if this is a silly question, but can a lower level character (level 20) go to IC? Someone just asked and I don't know the answer.

    Welll.. when you hit level 10, actually, you get a game mail on this.. but

    If you have the box checked in your gameplay options, and hit L to choose a campaign to go to, you get what they call "battle-leveled". Basically, ZoS has a premade form for under VR chars who go into Blackwater Blade and also for under VR14s in the other campaigns. Should you choose to, upon entering Cyrodiil, you can take all your clothes off, (just keep your weapons, as that would turn off your skills) and run around in your underwear, as the form covers all your armor. For all intents and purposes, you are the same level as every other "battle-leveled" character with the same amount of HP, Magica and Stamina. You still have the same number of skill points, as in PVE, and the same skills, but you at least are level with everyone else, over all. Kinda.. but.. thats enough for now.

    Player characters of Veteran Rank 1-13 will now be battle-leveled to VR14 in Cyrodiil if you have the battle leveling option toggled on in the Options menu. Previously, battle-leveling only applied up to level 50.

    @ZOS_GinaBruno Doesnt that apply to level 10-49s who enter the vet campaigns? Or are they only taken to VR1? Just happened to notice that.

    You will be battle leveled up to VR14, I think. Battle leveling has always existed in Cyrodil for those under level 50 in the Vet Campaigns. If you go on the BWB Campaign, you will still be battle leveled to VR14 in the IC. It is intended for VR14 players though, so expect to face some difficulty even with the battle leveling. It is endgame content like Craglorn.

    You can go there though.
