UI SCALE KEEPS RESETTING

Hello,
After Imperial City was released for PC, I have to continuously reset the UI scale back down every time I log on or enter a new area. I usually turn my UI scale down to about 60% of what it is normally. I disabled all of my addons and the problem still persist. I don't think I will play until this problem is resolved. Please advise.
Menu --> Settings --> Interface --> Custom Scale; this is the setting I am referring to.
