An alchemy question...

When I got back in I maxed out my V10 with alchemy "solvent proficiency"; but when I went to pick up a writ it did not ask me for something made with the new water... (she has lvl 50 alchemy)... So am I to assume I have no access to the new water if I do not own the DLC?... outside of buying it from players?...

From what I read in the patch notes, V15 water is found in the Imperial City and V10 water is found in Craglorn (presumably replacing the Cloud Mist previously found there).

I don't know what level potion the new tier of writs asks for. If it's V15 potions then you'd be out of luck, as it appears that the water can only be found in IC (though I'm guessing you could purchase it from other players). If it's V10 potions, then you could get the water in Craglorn, provided you have access to it.

Your issue may not be access to the water, but access to the turn-in area for the level of writ. Maybe this new tier of writ needs to be turned in at the IC, rather than Craglorn? Sorry, but I haven't put points into the new tier of solvent proficiency.

Hopefully, someone who has completed the new level writs will see this and post an answer.

OP, your post does not state what the writ DID ask for. This might help figure out what the issue is. If the writ is the same as you have been doing, maybe Zos forgot to update the writs when they added the new solvents. I wouldn't put this past them and I don't recall seeing anything about writ changes in the patch notes.
