I run your setup Redguard, DK, Heavy 2H + S/B.
I am VR14.
I would have advised you to go medium if you want to PVP if we were still at update 6, however I have still to test the Imperial City Release to tell you what is the current status of weapon and armors.

Balance depends on developers, we are not in the best (competivite) shape right now, but it can change with a change of dev or dev mindset. The nerf of stamina regen while blocking is an issue in PVP if you want to melee and keep fighting in frontlines (ZOS does not support that playstyle and favor escape mechanisms, range and busters).
If PVP is your concern, do it in the PVE way for best results with a group and a templar healer (for stamina regen also via ult generation).
