Now not everyone might agree with this, but just to justify crafting Ravage Health potions, I have figured out the usefulness potential of this potion: So when I was in IC (Imperial City) I was in stealth mode-- alone (probably not the best idea), I noticed a group of AD (I'm in DC) coming towards my direction, in fear of loosing the stones I have collected so far, I sprinted away and remembered I have some Ravage Health potions in my quick slots for some reason, so I decided to run into the nearest Deadric mobs, drink the potion and commit suicide. lol.
Yes, you still loose some percentage of your stones, but I figured that it would be better than loose all my stones.
Disclaimer: I am not sure if players from other alliances can get your stones if they hit you and you die to Deadric mobs. I wasn't hit at all during the said "encounter".

To answer your disclaimer, yes they do. If you die, all an enemy has to do is damage you (any amount) and they get credit.
