Vampire Accelerating Drain not giving 40% Speed Increase

For the Drain Essence morph, Accelerating Drain... do you have to have this skill leveled to IV before you receive the full 40% Speed Increase? Because right now I barely even notice any speed increase after using this ability, if anything, it feels more like 10% increase. I only just got the morph so it has not leveled, which is why I'm asking. If it isn't a leveling scale, then this ability needs to be fixed to give the proper speed increase as stated.

    what does the tool tip on it say? i would imagin that if it was only 10% then it would say that. i cant see it not saying.

    Tool tip says 40% but it is not anywhere close to being 40%. With Rapid Maneuver you get 40%, but with Accelerating Drain it is no where close to being the speed we get with Rapid Maneuver.

    @ZOS_GinaBruno Gina, can you please have someone look into this??

    Once thing I noticed with Crippling Grasp last night is that if the target mob does the speed boost goes away. Are you using Accelerating Drain on lowbie mobs that are killed by the damage or higher level ones that are still around after the channel is done?

    (Not saying it's right for it to work like this, just wondering if there's a more general bug at work here)

    I have put in multiple tickets about this issue. Currently no response. I'm pretty sure they have things higher on their priority list to fix, but I do hope they get around to fixing this. It's been around since 1.6 and it really sucks that its not been addressed yet.

    Both... As of right now this morph is useless because of the missing speed boost- at least with the other boost you are getting an Ultimate return. I figured this would be a great morph since upcoming update allows Drain Essence to be used against CC Immune enemies, the extra speed afterward would be great against bosses to add extra mobility... but if it isn't going to be fixed, then I might as well respec and choose the other morph.

    It would be nice if we could get anyone from ZOS to chime in, as @Aquanova noted... he's put in several tickets and has never heard a response back. As far as devs having other priorities... anything that isn't working as intended or as described should be a top priority to fix.

    Players should be aware that the in-game tool tip after the update now correctly states that Accelerating Drain gives a 10% speed increase... NOT the 40% that it stated previously. Funny, because in my initial post questioning this, I even said that it feels more like 10%, and that's exactly what it was.

    Thankfully they gave a free skill respec with the update, I switched over to Invigorating Drain... Accelerating Drain is completely worthless with only a 10% speed increase.

    It's instant cast now i hear. It work's on CC immune target's and can be applied to more then one enemy at a time. It stun's target's who are not CC immune.

    It only heal's you for 10% of your missing hp though. (3 tick's over 3 second's/ 10% each of missing life)

    Accelerating Drain i hear is useless since the speed buff is only 10% :/

    More than one enemy at a time or the same enemy multiple times?

    @tholian1 You can effect more then one enemy, just not the same enemy multiple time's.

    One drain per person i think.

    I am still not sold on it. With my NB, I can use Swallow Soul, which is cheaper and has a much larger range. I primarily wanted DE for major boss battles, which tends to be the only time I die with my NB... but since most bosses are immune to stuns and the damage from DE isn't anything to write home about... I'm thinking SS might be the better option. I'd lose the regen passives on that bar, but I think I'd gain a much better and cheaper health regen ability. Plus, with SS I'd also reap the benefit of the Siphoning line passives- whereas dropping DE I'd only be losing the regen passives.

    I didn't get the skill up to that level, but others who used the skill previously said that the speed never increased when it leveled up. To have the devs change the tool tip was clearly, IMO, them stating that the skill was 'working as intended' at 10% but the tool tip stating 40% was what was wrong.
