Yeah, people like Rich Lambert:I've been noticing that a lot of people on these forums have been mistaking the DLC as PvP exclusive.

There seems to be some confusion. The Imperial City has both PvP and PvE elements in it. For those who want to PvP there is a lot of opportunity but also for those who want to PvE there is also a lot of opportunity. I've been noticing that a lot of people on these forums have been mistaking the DLC as PvP exclusive. I think that players need to embrace both PvP and PvE elements in the Imperial City DLC. Some people are concerned that PvE will not be a major feature of the Imperial City however this does not seem to be true if you read the patch notes a little more carefully. There will be plenty of materials that can be gained for crafting and getting your v 15 and v 16 gear and it should be pretty easy to just get to the PvE zones and have access to the PvE content without having to go through too many PvP elements. So if PvE players are concerned that they will have to do a lot of PvP in order to get to PvE I don't think that is going to be the case. In the patch notes it indicated that once you have gone into the Imperial City you will be able to get to the PvE dungeons and the PvE zones. I have not played on the PTS and have not experienced the Imperial City yet. I have been waiting patiently so I can experience the Imperial City and have some surprises in store for myself. I appreciate the people who tested Imperial City on the PTS and thank them for their support of the content.

The PVP crew is hard at work on Imperial City while brewing other ideas for Campaigns to give them a different feel and addressing long standing issues like population concerns with the meta-campaign issues of alliance dominance. Obviously there's still more to do for Cyrodiil and PVP as a whole, and both the PVP and Combat\Classes teams are reading the forums and relaying these posts to each other while discussing options. Some of these options are getting more solid and will be up for discussion soon!

We wanted to give you all a heads up regarding what the Alliance War (PVP) team is looking into for the future, as well as what we’re currently working on for Cyrodiil. As a general reminder, the Alliance War team is responsible for all things Cyrodiil, the Imperial City, and the Campaign system as a whole, so this post will be centered on those topics.

Imperial City – The final piece of the Alliance War “Meta-game” is coming, and will definitely change the landscape and goals of players in Cyrodiil. We are aware of the population waves that this will introduce on a Campaign-by-Campaign basis, and will be closely monitoring this when the Imperial City launches.

Thanks again and we’ll see you on the battlefield!

If you love PVE and are clamoring for more of that type of content, the Orsinium DLC will be exactly what you want.
I just realized I'm "that guy" for posting something like this . . . Well, it was bound to happen so I'll just take the idiocy credit.

Don't be, it was told to us a long time ago there would be things for all to do in it. But developers left and new one's came in. One thing is a fact around here, what is said in one month may not carry over to the next month. Once you accept that fact it all makes sense after.
And for us PVE'ers it's kinda sad that such an iconic part of Elder Scrolls lore will be contained within a PVP wall. Sure, I will try the new dungeons, but I really wanted to roam the streets of the IC again. I wouldn't mind fighting open world monsters in the streets, but I just have no desire to get ganked for my stones every five minutes.

Okay so therefore just in theory I am not anywhere near ready for IC if I do a dungeon or delve inside IC i can then just port to a bank outside of IC and bank them and problem solved if I decide to go back and roam gank me all you want mine stones are safe. Again i am just clarifying for myself assuming those pve areas like dungeons and delves are pvp free
