game is choking Win7 when parked

After that last hotfix a few days ago my game is choking my system if I park it. Win7 will hardly track the mouse or accept mouse clicks. This stops me from using a web browser or reading email while the game is running. I have 3-10 sec delays in any mouse events getting handled. This started immediately after that patch. Is anyone else seeing this issue?

mtwiggz✭✭✭✭✭Currently using Win7 Unlimited and haven't noticed any unusual issues. I alt-tab out of game frequently to move around in TS, change songs or the like. Mouse movement seems to be stable on my end, as is everything else.0 -

@Ulfson , here's some suggestions...
1. Go to Task Manager and make sure extraneous programs aren't up. For instance, Steam will continue to run even after you log off, so you'll have to manually shut down the task.
2. Check your bandwidth, and finally,
3. Don't play during a thunderstorm.
