    They address the climate issue in game. Presumably Ayrenn/the Aldmeri Dominion 'wins' or at least keeps hold of White-Gold Tower the longest, or maybe it just starts swinging back to tropical the way it was originally when no one steers it for long stretches of time. Then Talos comes along in a few centuries to give it a Thu'um-backed 'push' to knock it all the way to temperate all at once.

    (My pet theory is somewhat simpler, namely the game was originally envisioned to take place after Skyrim, but for whatever reason was placed in the Second Era after development started and they just never changed the art assets. This neatly explains not only the climate but the existence of towns which act like they went through the events of Oblivion in spite of the extreme difference in time and political climate, EX: Bleaker's Way, Cropsford.)

    But when Talos comes to Cyrodiil he fought armies of men not elves in fact he took each country one at a time as their were no Alliances they all fell apart, but the jungle is not the only problem camps that shouldn't be are here in Cyrodiil yes they were in oblivion but small incampments never getting bigger is a thousand years? Lack of the Dark Brotherhood and The Thieves Guild in a time where path to have someone killed or have supplies stolen would be a booming business. This war is Ten years old at this point. Mountains not in the right place rivers and islands magically changed in size or just not even their this is pretend Cyrodiil

    Slightly more likely would be the game originally being slated to occur before the events of Skyrim, during The Great War. So about 20 years before Skyrim. But, it doesn't really matter now.
