First things first, Imperial City patch inc in just a few days, so, lots of changes here and there will happen...

Now for the real thing:

A large magicka pool increases your spell power (thus buffing resto / destruction staves).
A large stamina pool increases your weapon damage (thus buffing 2 handed weapons).

If your focus is solely on PvP, it can be viable in Blackwater Blade (non veteran campaign) thanks to the scaling (large magicka pool for stamina builds and vice versa), but outside this campaign, you can forget about it, as you'll be suboptimal at everything. You can indeed use a heavy armor (however bad it's going to be compared to the other options with the upcoming patch).

For more magicka oriented type, you usally have this kind of archetype.

I'm definitely not an expert about stamina builds with sorcs and I prefer let other people comment on this matter. Personal thoughts would be to use a 2 handed weapon as primary damage source, and use a restoration staff as secondary for sustain / survivability if you really want to use those.

TL;DR: It's an extremely odd combination and will be very hard to pull something worth from it.
