locks on skill bar? i dont think so. though its hard to tell. next time it happens ill check. let u know in 30 seconds.
I would suggest taking a look at your add ons. I had some performance issue that sound similar, and they where caused by my add ons using up too much lua. It probably not what is causing it, but worth a look.
This is what I sent Meth:
Navigate to \Documents\Elder Scrolls Online\live. Open UserSettings.txt and set the following line:
SET RequestedNumWorkerThreads "0"
If stutter is still present, also set the following:
SET RequestedNumJobThreads "0"
Press Ctrl+Shift+ESC to enter Task Manager. Make sure eso.exe is running at Normal priority, or at most Above Normal. Never run it at High or Realtime.
Change the affinity to 0,2,4,6 if using an Intel CPU with hyperthreading enabled. This stops the threads constantly bouncing between cores.

Don't do it T___T
Ever since the server crashed a few days ago the stutters have gotten much worse. IE when someone joins a grp. Only this happens constantly without someone having to join said grp. It seems random but i notice it a lot when i streak, or am being gap closed. Go from 60 fps to 4. Anyone else dealing with this?
