I thought Cyrodill Light armor (probably any armor from the Elite vendors) would be top tier but the Armor trait at level 6 is the "sells for more at merchants" or something to that effect and [snip]. Is there ANY armor or items better than you can find in the normal trade shops that you can use AP on?

Francescolg✭✭✭✭You can buy "surprise boxes" from the PvP trader. Most people, I know of, buy medium armor boxes or trinket boxes.
There you'll find set's with the double weapon dmg bonus for 4 pieces (Morag Tong, etc.).
You've to open 20+ boxes (with the right level), so you need to spend 100k+ AP (each box about 7k AP) to find sth. valuable0 -
