Can't progress in quest line "Cast Adrift" because the prowler captain won't appear.

I'm on the Xbox one NA sever and I'm a veteran rank 2 going through the khenarthi's roost veteran area. I'm got to quest "Cast Adrift" and did all the steps without a problem. The next step is to talk the prowlers captain and I can't find her. I follow the quest arrow to the ship and no one is there. I looked all over the ship and around to see if she was bugged out but to no avail. I then tried logging off for the day and came back 7 hours later, still no captain. I then tried hard resetting my Xbox and logged back in 5 mins later. That also did not work. Is anyone else running into this problem? Is there a way to fix this issue without wiping my whole Xbox hard drive?

I have this problem too, captain isnt there and ive restarted the quest atleast 3 times & hard reset my xbox

Quest: Cast Adrift: Talk to the Prowler's Captain
The Captain is NOT there, the arrow indicator leads to spot on ship but no NPC. I see multiple Xbox one players standing around also so it's affecting many of us. Thank You!
We are in a Veteran rank 1 zone.

I have had this occur on different quests - sometimes logging out of game then relogging has put the NPC back, sometimes not ---
