Where can I change my attributes at lvl 14 as a Redguard?

I have found the shrine to Mara but it is just for getting married. Have not found ones to redistribuute points. Am I missing something?

✭✭✭✭✭You need to be in the Capital city for your Alliance. Which is in Zone 2 (starter islands don't count) So, either Wayrest, Elden Root or Mournhold.
