After getting my first character to vet 2 I've decided to start again. My build isn't at all effective for vet level content.
I'm wanting to play a khajiit nightbalde with bow and 2H. My first character is pretty high on smithing, but with my new character I'm wanting to level provisioning, clothing and woodworking. Am I able to do this and still have enough skill points to develop combat effectively?
yes, i do 4 crafts..
and as far as your first character, just change your build you can redo any skill, any time. and any build you want.. and every class is viable.. just change what you use.. skills, weapon type.. armor type...
It will be tight in the early going since skill points are at a premium then. But you definitely cam do it. I'm a VR3 and have alchemy and provisioning maxed and clothing and woodworking near maxed. I still have all the skills and passives I want, and I currently have 4 skill points banked for later use. Just be sure to get all the skyshards and do all the quests and dungeons that give skill points.

While leveling I could only really do clothing and woodworking to be able to get all the skills and passives I wanted. Once I hit veteran ranks and had some breathing room I quickly leveled provisioning and alchemy. I missed out on those earlier but benefited from having the points to utilize my class skill passives. It's a trade off.
I have found that it's quite possible to level all crafting whilst building a character, but I have seen a substantial trade-off in combat effectiveness. That's not to say that I can't succeed in PvE, so long as I don't take on entire mobs by myself, or bite of more than I can chew.

I've done every quest in every zone (just finished reapers march last night). I've done every delve, grabbed all the skyshards, and have gotten skill points from PVP.
I'm still leveling all 6 crafts (didn't mean to imply that I've maxed all 6). But I am 5/9 in the material passives for each, have 3/4 in researching for each, 1 in keen eye for each, 1 in extraction for each (the rest will come as required). I do have all medium armor passives fully skilled up (except for the 5 piece armor passive, figured since I'm still leveling and not using sets, that can wait until max level / VR's). I have all of the two-handed passives in play also. Not sure, why you're having such a hard time
If you aren't a hardcore player going after every skill point possible for your level, you may have problems.
I do recommend going into Cyrodill at lvl 10 and completing the introductory training. You will get experience and skill points. Then while there, if you're not totally opposed to it, try getting the skyshards controlled by your faction. I can usually get 6 to 12 skyshards without ever encountering a player from an opposing faction.
I would hold off on leveling provisioning for now. A good time to level provisioning is when you hit VR1. You'll have more skill points available then and good writ rewards are then possible.
If you don't need the extracted materials, you may want to consider only deconstructing the items with 280%+ inspiration bonus until you get closer to VR1 also. You'll appreciate having the gold from selling off the white and green items to use for inventory expansion. Waiting means you'll have more available skill points, and its much faster leveling clothing, woodworking, and blacksmithing off of the higher level items.
I'm V14 and have all 6 crafts maxed out, all useful passives, and have every class skill maxed out with all passives as well as for the weapons I use etc.
There are a lot of skill points in the game!
At lower levels you just choose the ones you need most... EG hireling is good as its basically free mats which you can use/sell.
If you research traits, decon jusk drops etc, amke food with the ingredients you're sent etc then by the later levels you will have naturally levelled all of the crafts up quite a lot... you can then just add more passives as you get skill points
If you want to max all crafts, it will be tight again at end game, especially if you want to use multiple armor types. I have a dedicated crafter and it has definitely made my two v14 characters better. My tank has all the skill points in the games so far and only has 5 extra skill points.
I'm with Flaminir. I'm VR11 and will have all crafts maxed as well as the skills needed to play. There are a ton of skill points available. Even with all crafts and char skills as desired, I still have some leftover.

Yup... plenty of skill points spare, & I haven't even collected them all... Still could go get another 20 within a couple of days if I needed.
And there's even more coming with imperial city as well.
My first character is V5 now, I leveled clothing, woodworking, alchemy and enchanting - though my enchanting is still only in the mid-40s at the moment. You can do it, just need to pay attention to where you are using your skill points.
