Which stage of the main quest are you on?

It won't give it to you if you're not level 45, and haven't finished Sacre Tor.

King Emeric should have given it to you as soon as that quest was finished. Check your in-game achievements, under the Quests > Daggerfall Covenant section; maybe you missed an earlier Story quest that is preventing this one from starting. You should have completed:

• Ritual Destruction
• Rude Awakening
• Curse Breaker
• Consecrated Ground
• End of Empire

@starkerealm It's an either/or:

• EITHER you finish To Walk on Far Shores, at any level (as the OP has done), and King Emeric gives the quest,
• OR you finish Shadow of Sancre Tor and reach Level 45, and Vanus Galerion gives the quest.

Whichever of these you do first, that's when the quest should appear.

That might be it then. If you've already done Shadow of Sancre Tor, and you hit Level 45 before finishing To Walk on Far Shores, then the system will have taken the second option above, but if you haven't yet been to a main city since you hit 45, the quest won't have started. Try going to Evermore or Wayrest, and hopefully Vanus Galerion will be there.
