I've played it on the PTS. Well, some of it. No point in playing through the whole thing only to do it on your live server character.
I have to say that it's a huge amount of fun.
Firstly, it gives you a bit of a nostalgia kick as I remember Imperial City from Oblivion. The moment you see that White-Gold tower . . . For me it was just magical. Then you see that massive anchor hanging over it. The art and art style and the slightly devastated city is just gorgeous looking.
Then there's the gameplay. Firstly I have to say that I was skeptical of the Tel Var stones. But you earn them at such a rate that it's hard to get frustrated. Plus you can do district dailies to earn a box of 300 stones that can't be looted if you don't open it.
PVP is given an interesting dynamic here too. Now you're in danger of pulling large mobs of Daedra and Worm Cult into your fights. Or if you're really lucky, one of the wandering district bosses. This can be both frustrating and not. It certainly adds a new sense of danger to warring with other factions. Speaking of which, I have to say that there's very little point to being in a very large group TV stones wise. You earn a tiny amount. But the good thing is too, if you do lose stones, you can just resurrect at a shrine in that district and just jump straight back into the fight, and go and get them back.
The fighting in 2.1 seems to have been given a lot more Survivability, PVP wise. I've had some battles 1-on-1 that raged across a whole district and lasted quite some time. Smaller PVP is actually quite fun.
I have done the normal mode of Imperial City Prison, and that was a very well designed dungeon. Very atmospheric, some great bosses, but I've yet to attempt veteran mode. I'm saving that and White-Gold tower for live.
I would say that it's a great piece of DLC. Can't wait to play through it properly.

As someone without any interest in the current state of PVP, and especially given the gank encouraging nature of the Telvar Stones, a trip to the dentist sounds far more interesting to me.
But this DLC is meant for PVPers, so no real surprise there. It doesn't appear that Zos are interested in the casual gamers wallet at present, but I am certain this will change one day.
I can't wait. I hardly PvP but im still really looking forward to it. Im trying to get to a decent level before I purchase it (without rushing the content, even if its a simple story im still interested)
Im also looking forward to the PvP changes, a longer fight does seem interesting
