Imperial City only makes getting high weapon damage easier, thus making everyone stronger even with the Battle Spirit changes. Providing they either purchase Imperial City DLC or buy the gear from Guild Stores.
The damage reduction increase makes under-geared players less stronger than pre-patch and well geared players even stronger than they were before the patch. Wonderful, itemisation is "fixed" everyone, nothing to see here.

Something about this pic seems awfully fishy.. how does one get 2799 spell damage as a Stam build? Assuming you're stacking weapon damage sets, you seem to be using at least 4 pc sheer venom with at least 1 pc molag kena. This gives room for another 2pc which I assume would be used to add another wep damage bonus. Now I have no idea how good the wep/spell damage glyphs are next patch because I couldn't get my hands on any, but the numbers just don't seem realistic.
The wep damage is believable but the spell damage isn't, and the only possible way I see you getting that much is off that kena proc.
