So this will still be an issue in Cyrodil. @ZOS_GinaBruno, @ZOS_JessicaFolsom maybe we need a greater Ultimate cost for PVP only. We either need a greater cost for it or a timer on it so it can't be spammed within a 60 second period. Again this would be for PVP ONLY....

A different player just two days ago posted a video of one guy spamming Ice Comet every 3 seconds. In that same thread, a dev/moderator confirmed that it is a bug and is being fixed with the IC update.

I was testing my hybrid sorc on PTS with a decent ping of 200 (since I am in the EU zone) when I saw this DC player using Shooting Star multiple times, more or less 1 every 5-6 seconds. He was in a group and 2 or 3 other players were doing it. I have already sent a ticket, but I would like to bring this exploit at everybody's attention, so someone may find out and report the mechanic behind it. Keep an eye open
It's a little difficult to tell exactly what is going on in that video, but this looks like a bug that has been fixed on the PTS but the fix has not yet been pushed to the live game. It's not a hack or exploit, just a bug. (This is why we ask that our forum community refrain from pointing the finger and accusing others of hacking and exploiting. Things are not always as they seem.)
The fix for this bug will go live with the Imperial City patch.

That's console and there is no way to tell that one guy was the only one hitting him. I see no CLS or Recount showing who did what.
In fact 7-8 seconds into the video you can see another AD enemy running underneath him in range for an Ice Comet. He is not the camera view but he can clearly hit him with Ice Comet. So at best the Piki guy got 2 off in 30 seconds which is impressive, though he could be Emp/Sorc with Dragonguard on. I don't necessarily think this is the case, just saying there is a lot you can't see, particularly when you make a smear video without Recount or CLS showing what's being done by who.

I was there last night - I managed to record a bit of the person exploiting the bug.
