Don't think so. Think it was a recent change (stands to be corrected). You now need to have the skill line on the bar, whereas in the past you did not. Someone else with better knowledge might be able to elaborate, as I do not play werewolf or vampire.

Yeah, you're wrong in every way. Werewolf still has it's own separate bar while you're transformed.

I did notice when i formed i got a skill bar come up but have not found a way to add skills to it, just the one that is on my other two bars.

As you rank up as a werewolf, you'll get access to new abilities in that skill line. It's under World. You can't slot normal abilities to the werewolf bar (or can, but can't use them, I don't remember which right now). You can slot werewolf abilities to the normal bar, but they don't work. It is a good way to level those skills up, though.
You rank up as a werewolf by killing things while transformed. Snuffing 5 enemies while transformed will get you to rank 2, which will give you access to Devour. Once purchased, that'll give you the ability to extend your transform times (basically) indefinitely, if you stay in combat munching on your fallen foes as you go.
