People doubted they'd say "we're removing VR ranks" if they intended to raise VR even further and see where it got them. I don't expect anything anymore, ZOS works in mysterious ways.
Only thing that bothers me is that when ever I go to get shards or quest in the pvp zone I'll just be minding my own business doing the story when sudden I get instantly killed by a passing enemy PC and I have to walk all the way back to when I was.

Why not? I'd say v18 with Orsinium is quite likely, I'm just not sure if they'll want to kill off demand for v16 gear and content so quickly. As for those saying "Yes until Imperial City"- that is an entirely optional DLC that is aimed at PvPers and which can be happily ignored by PvEers whose similar level content will be offered in the next DLC Orsinium which is due later this year.
If you craft at all you will be missing out on several sets, several crafting locations, materials and the like by bypassing the PvE components of IC.
That said, You do not need to PvP to go to Cyrodiil, there are many PvE quests there as well as delves. Though many PvP players may diss you for being there, ignore them, it's all open to you.
I enjoy PvE and PvP (which is more AvA), I encourage the OP to play the game and enjoy exploring Tamriel.
Not really, as all sets and materials will be available soon enough on the guild traders, wretched system tho' that is!
Moreover, while the sets may not be indentical, all the level-related materials etc will doubtless be available in Orsinium when that releases. Now, if ZOS were to say that Imperial City will be the only VR14-16 content and Orsinium will be VR16-18 (or its non-VR equivalent when VR goes) that would be another matter but I don't see that happening, do you?

Answering for myself....I went into Cyrodiil one or two times to hunt for Skyshards. I have no clue about the PvP side....and I sure enjoy the PvE side.

How do you know the vast majority does not pvp? Every single person i know on ps4 who play's Eso Pvp's... Vast Majority, that's a joke. It's so hard to find a group for any pve content unless you have a dedicated group of friend's to play with.
There are quite a few server's that are Full on either alliance. That's about 200 people per alliance.
Unless your talking about everyone who isn't a veteran player. Most of those player's will wait until v14 until they even step into Pvp.

To answer OP's question.
Yes, you can complete the game and only PvE. There is plenty of craft-able gear and gear dropped from dungeon's. However, you should try and find a group of player's or guild that is very PvE oriented. You can get to max level grinding solo and doing quest's but you will need a group of friend's to complete daily pledge's and go on trial's/dungeon's to get your end-game gear.
