They've said Orisinum will scale to your character.
Did they say what's the upper end of that scale?

No, but I doubt they'd say that if they intended to up the VRs even further.

Yep, I think you can, you can even go to cyrodiil and do the entry quest for pvp and get 2 skill points for not doing pvp, you can travel to the white gold tower when the IC launches with out doing PVP, plus all the hours in the game that has nothing to do with pvp at all.

People doubted they'd say "we're removing VR ranks" if they intended to raise VR even further and see where it got them. I don't expect anything anymore, ZOS works in mysterious ways.

You don't have a mount? Also, when you're killed in Cyrodiil, aren't you given the option of WHICH Keep to resurrect- so you can choose the closest one? I know the only time I've been killed there I was given that option, and with a mount that has the speed fully maxed, it wasn't a problem getting around. I always make sure I pick a server that has a large population of my Alliance, which is AD, so the map is mostly Yellow. Then I just go out and run around collecting Skyshards within the Yellow zones. :)

I, like most who commented here, ONLY do PvE. And for those who seem to doubt when someone states that PvE players are the majority... just because a campaign is full doesn't mean anything when you consider that there are THOUSANDS upon THOUSANDS of players playing this game... and yet no matter what time I log on, most of the populations in any of the campaigns are not full. Yet, while I am doing my PvE questing, I'm seeing other players all over. Also, just because you have trouble finding a group doesn't mean PvE population is low, it means that, as usual, most PvE players DO NOT want to 'group'. I've never grouped and prefer to do everything solo, if I can't do it solo, then I don't need to do it. :p

    Same here.

As for those saying "Yes until Imperial City"- that is an entirely optional DLC that is aimed at PvPers and which can be happily ignored by PvEers whose similar level content will be offered in the next DLC Orsinium which is due later this year.

If you craft at all you will be missing out on several sets, several crafting locations, materials and the like by bypassing the PvE components of IC.

That said, You do not need to PvP to go to Cyrodiil, there are many PvE quests there as well as delves. Though many PvP players may diss you for being there, ignore them, it's all open to you.

I enjoy PvE and PvP (which is more AvA), I encourage the OP to play the game and enjoy exploring Tamriel.

Not really, as all sets and materials will be available soon enough on the guild traders, wretched system tho' that is!

Moreover, while the sets may not be indentical, all the level-related materials etc will doubtless be available in Orsinium when that releases. Now, if ZOS were to say that Imperial City will be the only VR14-16 content and Orsinium will be VR16-18 (or its non-VR equivalent when VR goes) that would be another matter but I don't see that happening, do you?
Why not? I'd say v18 with Orsinium is quite likely, I'm just not sure if they'll want to kill off demand for v16 gear and content so quickly. But this is ZOS, so nothing is beyond the realm of possiblity.

I'd agree. I even posed this as a question for the AUA on ESO Live. No mention of it whatsoever.

I suspect they are being quiet, as they have before, until closer to the date... at which point they will unveil another two VRs and the fact that VR15-16 crafting will be IC only. After all, playstyle specific levelling content has been done before (Grouping for Craglorn). Also keeping IC the only source of VR15-16 materials will make it more attractive for people to buy it or create a massive market for the items flowing out of the zone.

I mean, the idea of anyone actually doing this is, in my opinion, utterly foul... but since we entered mount-of-the-month-ville I wouldn't put it past them.

Except that a lot of the good & useful sets are all bind on pickup from the new IC PvE group dungeons.....

SO yeah, you'll be able to get stuff like the mini sets for jewellery & weapons, but the BoP stuff you'd have to go in there for.

The good thing though... .Its PvE dungeons... you dont have to just buy Imperial City if you're a PvP'er... there are purely PvE elements/dungeons that you can port to without setting foot in there after you've first discovered them.

Answering for myself....I went into Cyrodiil one or two times to hunt for Skyshards. I have no clue about the PvP side....and I sure enjoy the PvE side.

That's a ridiculous statement. ESO's pvp is what sets it apart from the competition. It's the best on the market.

At it's heart (Cyrodiil + Imperial City make up nearly half the game world) ESO has a heavy PvP focus. Sure you can have a blast without ever doing any PvP. Why would you though? Why would you willing leave out nearly half the game?

My wife and I only played PVE the first year that ESO came out. We had a blast but got really bored with running the same dungeons over and over. You can enjoy it and depending on how fast you do things, could enjoy if for quite some time.

As soon as it starts to get boring, go take a look at PVP, you might be surprised as to just how much fun it can be. We sure were....

Depends on the person. If a player wants to maximize their builds potential, then some of the skills and gear from PVP are needed. If you can overlook those things then you don't need to PVP. However IC is PVP focused, and not going in will stall character progression.

Yeah very few people actually pvp (on ps4 anyways).

So you'll be in the vast majority.

    Not pvping shouldnt hinder you

How do you know the vast majority does not pvp? Every single person i know on ps4 who play's Eso Pvp's... Vast Majority, that's a joke. It's so hard to find a group for any pve content unless you have a dedicated group of friend's to play with.

There are quite a few server's that are Full on either alliance. That's about 200 people per alliance.

Unless your talking about everyone who isn't a veteran player. Most of those player's will wait until v14 until they even step into Pvp.

    To answer OP's question.

Yes, you can complete the game and only PvE. There is plenty of craft-able gear and gear dropped from dungeon's. However, you should try and find a group of player's or guild that is very PvE oriented. You can get to max level grinding solo and doing quest's but you will need a group of friend's to complete daily pledge's and go on trial's/dungeon's to get your end-game gear.

Soooo at prime time there is 2 fullish campaigns on NA. Thats about 2000 people. About a million people bought the game on ps4

Cant mount in delves. Not really the skyshards on the map that's the problem, I would solo my way to the end and get killed by PC at the mini boss or at the skyshard. Happen dozens of times I think they camp it.. still I'm in a pvp zone so I'm understand people will do this its just a minor annoyance I was pointing out for the OP.

I really don't understand this mindset. I do PVE and PVP almost 50/50 and both are fun in there own way.

PVP is not a scary monster under your bed. It's filled with good and bad personalities of all kinds. The world is a wonderfully crazy place sometimes. If you're avoiding something out of pure fear ... face it head on. A few bumps in the road are good for the soul.

I'm not scared of PvP, but am turned off by some things. Like, feeling like my build must be a cookie cutter build to even be viable against others. Also, I made the mistake of not trying it while I was leveling and I don't want to start over just to do so.

That is what is stopping me.

Umm, most people aren't scared to do pvp, they just don't want the annoyance of being farmed, and also many are new in the console and are fighting PC players with a one year head start with their guilds while being under geared, under leveled, under champion pointed, under cookie cutter FOTM build, choosing not to use macros or being ganked by zerged stealthed nightblade players; just to name a few...

It is possible to play the entire game without even looking at the PvP zone. Encompassing only one, albeit very very large, optional zone, Cyrodil can easily be ignored through most of the game.

    There is pve in PvP.

Dungeons, towns, quests, anchors and deadly PvP combat.

The story is better in pve obviously but there is so much more to PvP than you realize.

Sure you could be killed but PvP deaths don't damage your armor and only cost you a walk back.

There are tons of people there looking to group and if you've had any issues getting into a guild or group of players stand at the PvP way shrine for a minute and you will be grouped in moments.

The best part is, those friends you make can double as pve dungeon groups.

PvP is all of cyrodil, the land mass that oblivion took place on.

    Its frickin huge.

At first you're like yaay this map is huge!
Then you start walking and then you're like this map is huge qq.
