    Answering for myself....I went into Cyrodiil one or two times to hunt for Skyshards. I have no clue about the PvP side....and I sure enjoy the PvE side.

    TLDR:
    Yes.

    More Tidbits:
    PvP is optional.
    If you've heard, there's new content coming in the form of a "DLC."
    It will be PvP oriented, if I'm correct.
    If you're an ESO+ member, it's available to you to play, but you'll lose access to the areas if your membership lapses (but you keep gear, items, etc that you obtained.
    Same with all future content releases.

    Also worth keeping in mind that there is PvE content within PvP areas....

    And the new DLC is a real mix of the two, both into one new big area.

    That being said, the majority of the game is pure PvE so you'll be fine....

    Though try & be broadminded... give some of the PvP stuff a go with a good group around you (Join a guild) and see what you think.... I started the game thinking I would hate it... turned out that with the right people its one of the most exciting parts of the game! :)

    I'm here since.. ever, and I've done PvP so rarely that you can count it on one hand, I think. But PvE is my passion, I've even completed all 3 factions zones with 5 characters now (the latest I finished just yesterday^^). So yeah, it's definitely playable, and enjoyable :)

    I personally think that PVE alone is starting to get really boring and I'm only level 20. The good quests are few and far between. Right now I feel like the game is becoming a quest grind that is separated every now and then by a good quest. But most quests are regurgitated and over-acted (to the point of sounding like a caricature) for me, at least when I compare it to games like Witcher 3. But some people love all the quests in this game. Baffles me, but to each their own.

    But PVP is definitely fun, its probably the only reason I'm still playing.

    Try both out and just do what you like.

    Not big on PvP in general but I rather enjoy this game's PvP most likely due to how it is based on actual war games. It's like Age of Empires or something... in Cyrodiil!

    How do you know the vast majority does not pvp? Every single person i know on ps4 who play's Eso Pvp's... Vast Majority, that's a joke. It's so hard to find a group for any pve content unless you have a dedicated group of friend's to play with.

    There are quite a few server's that are Full on either alliance. That's about 200 people per alliance.

    Unless your talking about everyone who isn't a veteran player. Most of those player's will wait until v14 until they even step into Pvp.

    To answer OP's question.

    Yes, you can complete the game and only PvE. There is plenty of craft-able gear and gear dropped from dungeon's. However, you should try and find a group of player's or guild that is very PvE oriented. You can get to max level grinding solo and doing quest's but you will need a group of friend's to complete daily pledge's and go on trial's/dungeon's to get your end-game gear.

    Theres easily 200+ hour's worth of PVE content. Also next DLC Orsinium is PVE.

    Yeah, all PvP is strictly optional. You can do all your levelling with PvE as well, and never ever set foot into cyrodil.
    Though there is some PvE to be had there as well, just with the added danger of gankage... and exploration... and skyshards... though again, those are not such a big deal, you can pass on them if you like. Unless you like to hunt for achievements and dyes of course, and then you may want to get into PvP too sometime... but that's each persons choice.
    And yeah, the coming Imperial City will be a PvP-fest. With some pvE mixed in as well. And as mentioned, the next DLC after that will be all solo PvE, and the one after that supposedly group PvE...

    Personally, I enjoy PVE a lot more:
    - questing, love the lore, the immersion
    - dungeons. They are gorgeous and fun
    - vet dungeons and Dragonstar arena, for more challenge
    - trials...
    - Craglorn, a full zone of fun and adventure to play in group

    Also, regarding the DLC Imperial City, yes, it's very PVP oriented but still offers content for pure Pve, and some content for Pve with a risk.

    Absolutely. As a PvE player, you can play your faction's story line, and when finished, do the other two faction's story lines in their zones as well. There are public dungeons, crafting dailies, instanced dungeons (both normal and Vet difficulty), trials, Dragon Star Arena, and Craglorn (an adventure zone balanced for you and one or two others to group up and play in).

    Tons of content to do in the game if you're just getting started and more to come with Orsinium. Not to mention there is some PvE content to do in Cyrodiil and the Imperial City (when that is released in early September)

    Yes. Most people spend most of their in-game time in PvE. I've been playing for 3 or 4 weeks and only touched PvP once during that time. No desire to go back to it because I've found things to be a lot more social on PvE.

    I just went to Cyrodiil to get Rapid Maneuver. Even if all you want to do is PvE (and there's a lot of content for it), I can't recommend getting this spell enough. Being able to get you and your friends from A to B 40% faster is a blessing.

Now, if ZOS were to say that Imperial City will be the only VR14-16 content and Orsinium will be VR16-18 (or its non-VR equivalent when VR goes) that would be another matter but I don't see that happening, do you?

    Makes you wonder tho - will crafting mats scale too? Or - most likely - won't there be any crafting mats "in the wild"?

    Why not? I'd say v18 with Orsinium is quite likely, I'm just not sure if they'll want to kill off demand for v16 gear and content so quickly. But this is ZOS, so nothing is beyond the realm of possiblity.

    it may have been said already but:
    I suggest jumping into some pvp. early on and trying it for an hour or less. it will unlock the alliance wars skill tree if you kill a few guys, and should get you at least 2 skill points. And for me one of my favorite abilities you can get straight away is retreating maneuvers which is a speed boost and you can use it while mounted! and also applies to anyone near by. 2 skill points and a great skill for probably 15 minutes of your time, (thats how long it took me with no idea how to pvp at all at the time) it would be madness not to grab it.

    one other point Cyrodil is the pvp zone and is huge with lots of delves and skyshards and mage books. so you may wish to go there just to finish leveling your mages guild. or to be a completionist or just for some extra skill points from skyshards.

    one final point. depending on your character some of the PVP gear is excellent, although expensive. or hard to get. So don't right it off, but dont feel obliged to partake if its not your cup of tea

    Only thing that bothers me is that when ever I go to get shards or quest in the pvp zone I'll just be minding my own business doing the story when sudden I get instantly killed by a passing enemy PC and I have to walk all the way back to where I was.
