This threshold could be the cap we're talking about or it could be a number such as the number of days that have passed since the champion system began. Increment this threshold by 1 every day or increment it in large chunks if you decide to do "seasons".
This gives players who are new or returning the opportunity to easily "Catch up" while making it much more difficult with people who have a lead to main and increase it.
Either way it makes absolutely zero sense for people in the top percentile of CPs to be given an enlightenment bonus while they already have 3-4 times the CPs of the average player. The same is true of anyone who chooses to grind above the cap. Why encourage behavior that isn't healthy for your game?

They already said that they will be increasing the rate gain from enlightenment for players with relatively lower CP, so I'm sure they are considering reducing or eliminating enlightenment for the small number of players above the cap.
They never said they would stop players from gaining CP above the cap, so some version of what you suggested they are already planning to do.
Considering the average MMO player plays less than 10 hours per week and the CP system has been out for about 24 weeks, the average player is going to be well below 240 CP and probably closer to 100 at this point.
By the time Orsinium launches(and probably CP caps with it most likely) the average player will probably still be below 300CP with less than 100 people above the 900 CP mark most likely.
If they make the Cap 500 per season. The small number of very high CP players with still have the 100 CP left to gain to be maxed for the second season launch, so they will still be making progress, but have no incentive to grind. That's pretty optimal IMO.

This has some issues though. Doing it like this either puts a finite date on when people will max out the Champion Point system, or severely limits the amount of CPs that people can gain where it's miniscule. They would really need to find the exact balance for a system like this or it will backfire I think more than the current system.
Average includes *everyone*...I doubt many posters on this forum are average players.
