Imagine eso with CD on heal, darkcloack, shield, "insert gap-closer skill", etc.. Mutch better isn't it ?
For balance purpose.
But keep some no-cd skills of course.

As long as it's balanced and not on every skill so you can intercut with other ability i'm not against it. Need some serious thought tho.

The combat system is fundamentally not designed for cooldowns on skills. That's why the system of having 5 skills (+ ultimate) per skill bar works. If there were cooldowns on skills you'd need more skills on your bar, and if you had more skills on your bar then some very fundamental balance changes would have to be made to each and every skill line - particularly around availability of toggles and passives that give you benefits based on having skills slotted.

I know, they at least, try to design this game around this.

But look, we see sorc able to perma bolt away, templar who can perma heal herself and other, nightblade able to perma cast darkcloack, and more and more.
    Shield stacking, buff, etc etc

I think it will be more fun, and each action will have more impact in a fight. You will have to more think before land your skill.

I'll change my vote to yes if I can have 10 skills on each swap to choose from
If options weren't necessary, and everyone played the same way, no one would use addons. Fix the UI!

If we had skill cooldowns we would need 10 skills on each bar. Conversely, if we had 10 skills on each bar we would probably also need skill cooldowns. The two things kind of need to go hand in hand, and I don't think either would be a good idea because of the shear amount of work that would have to go into rebalancing absolutely everything in the game in order to accommodate them.

Even with 6 skill on each swap.

We actually can spam strong abilities too mutch. When you hit the cap for huge regen, reflection goes away, you have just to spam skill..

Then the issue is with resource management. Adding CDs means basically rebuilding the game's combat from the ground up.

If they add cooldowns, the combat system would be severly slowed down. And would most likely have to change many things within the combat system itself, because just adding cooldowns would currently make us sitting ducks for pve content. For pvp im not exactly sure how it will be effected, but it will definately slow down combat.

IMO I dont think its a good idea.

There is not need to put great cooldown,

2/3 sec on darkcloack for exemple will be enought to damage the nb who attack you.

Enought to catch up a sorc who bolt away, or may enought to burst someone who just use a heal ability.

What would be the point of a cooldown if the effect of the ability last longer than the cooldown?

Basically no - because I get 5+1 skills to use and many of them are instants and if the game basically expects me to sit around waiting for several seconds then I will get bored and play something else.

I say 5+1 because mostly I'd have one bar AOE, one bar ST so while some skills might fit both each has a focus.

Cool downs work fine when you have loads of skills to choose from and the more powerful they are the longer the cool down etc but ESO is not like that, nor should it be.

Sadly this seems to be the latest 'trending' topic du jour of the nerf crowd so I expect ZOS will soon make it happen...

The game would need to allow for more skills to be used, and more skills/spells total if you want this to be implemented, the 12 skills you can use now wouldn't be enough.

The 12 skills are enough, but it will need something else to supplement it, like weapon combos.

Have to agree with the no. the game is about managing your movement and either stam or magicka even with all the reduction in the world you still need to manage it and the way some fights are you don't want your healer or tank or even DPS relying on cooldowns

They need to fix recovery and/or cost reduction. Resource management is nonexistant. Instead they decide to nerf roll dodge, block, be etc...instead of fixing the core problems. Forcing people who build for high recovery to give up a lot of damage. As it stands, recovery comes naturally with building damage.

I voted yeah simply because it seems that if the ZoS programmers could make the game deal with the current rate of skill use then they would have by now.

As is, the game cannot deal with the current rate of skill use - as evidenced by the lag and exploitability of the netcode. I suppose that cool downs could make balance more manageable but I don't think that more cool downs on there own would make the game all that more balanced.

If ZoS had been able to make the game able to deal with the faster rate of skill yes then there would be no way that more cooldowns, in general, would be necessary.

All that said, implementing major changes to the game would take some work. ZoS is more interested in working on DLC than improvements and polishes - in whatever form those improvements may take.
