I am having the same issue. I cannot complete this fregging achievement for undaunted because the npc is not in evermore inn. Did you ever find a fix?

DC's Enclave is in Wayrest, not Evermore unless there is a second one.

It looks like some version of the bear trap bug may be back. The stablemaster in Rawl'Kha seems to be missing as well.

Ps4 - he definitely is not there. Sluz the barrel chested (orc) is lying on the table but no argonian. Lazy lizard

Okay, so you're not going to like this solution. But the best way to make sure you can grab this is to head in right after a server reset, and give them a drink then.

I have the same problem (PS4), couldn’t find the guy to buy a drink. I went to the in almost every day and went around the town a couple of times and nothing, I was losing my marbles. But finally found the answer, not the one I was looking for but still an answer.
So if this is a bug I will put a ticket in the support they have to correct this.

The Undaunted NPC you need to talk to in Evermore to do this is attackable and can be killed (he's got a white outline like most of the non-quest NPCs in towns). If he's not there , it's probably not a bug, it's probably just that someone killed him and he hasn't respawned yet. I mean it could be a bug like the Rawl'ka stablemaster disappearing (who was not a normally attackable NPC), but probably not.

The response from the support team was these:
"We are aware of an issue with this quest, which will hopefully be fixed soon in a patch.
In the meantime, please keep questing in your unlocked alliance zones and return to try it again later."
They say there is a problem.

But I could try to stay there for 1h and check if he/she respawns… I don’t believe I can wait that long

Had the same problem, Tried couple times and couldn't find him.

I went upstairs stole bunch of stuff, upon walking down the stairs to leave I literally ran into him. He just appeared outta no where. So not all hope is gone for this one, just try re logging. And running around up and down to try to catch the sneaky one

I got him! I kept logging out and logging in, and about the fourth time, him and another NPC started running out of the Inn. I stopped him to talk and buy him a drink before he left. When they run out of the inn, they disappear. I dont remember if the NPC's were saying something, but they were in a rush for something. This was on the PS4. Good luck, everyone.

After about 20 times going to the evermore inn I finally saw them but they ran for the door and the one i clicked wasn't the right one man this pisses me off.

A friend told me they aggro on other people's pickpocket fails pretty often (they will help someone that screams for help) and don't seem to respawn right if they are killed. Possibly fall under the world when reset. He's seen them running around and fighting people. Not sure if you can pick their pockets or not.

He steals a lot in Evermore.

I've been trying for this one on and off for 2 weeks no luck. haven't been able to get on after reset.

Figured it out, just stand between the table where he is supposed to be and the door and they at least for me respawn and book it out the door every five minutes or so and I caught him on the third time he spawned.
