I've found that clicking on the channel and changing it, (for example: from say to zone, or from zone to a guild channel,) seems to fix this one. No reloadUI needed. It seems to be triggered by setting the chat box to whisper, and then... doing... something. Which causes the chat bar to become non-responsive. But, I have no idea what.
Check you Keysettings, could it be that automove (or toggled moved, dont know how its called exaxtly) is also set on "W"?

I don't think it's related to stuck keys as it happens on both my and my husband's machines. We do both, however, use G-15 keyboards.

It might be worth digging an older keyboard out of mothballs, if you've got one, and seeing if it has the same effect. I mean, my significant other and I both use Razer Blackwidows, and I haven't had issues with those, but my old Lycosa would get downright flaky at times.

Or...we could use this as an excuse to buy shiny NEW keyboards! LOL But what's weird is how the bug comes and goes and it SEEMS more prevalent on my second account than on my main one. I started up on my secondary acconut this morning just to a couple quick things and the movement bug was instantly there. Switched over to my main account and actually played for a couple hours and had no problems at all. I just don't get it.
