Cannot start dawn of the exalted viper

So myself and my group just completed the quests before it and have the celestial investigator achievement, however there is no npc anywhere there is supposed to be one to give the quest. Titus does not show outside the observatory in Belkarth or no npc runs up to us at dragonstar. We've tried disbanding the group, logging out and in. Not sure what to do at this point.

You also need to complete the first two quests of Serpents and Secrets in Upper Craglorn before Dawn of the Exalted Viper will start.
