New xb one, have the game for pc.... how do i play it on xb one? A app?

You would have to buy a copy of the game for the Xbox One and start over. A PC version of the game won't work on console and vice versa.

Also, you can't transfer your old character's to the Xbox unless you opted to do so during the very brief transfer window last summer.

Ohhh i thought since i had the pc version, i was grand fsthered i to the xb one version.....

Nope...Not unless you opted for the transfer when they sent out emails last year. Even in that case, I'm almost positive you had to buy the game again to play on console.
