The amount of XP "lost" from not playing isn't going to "offset" the increased amount of XP gained from the increase.
Now if you were leveling 3 Alts along with a favorite "main" and trying to plan the best way to spend time on multiple toons...again, I'd say focus on the one you have the most fun with that you can make some form of progress with and then redistribute your time as you see fit once the patch hits.

^^ If you have alts go play them to use your time better. After the update come back and play your Vet IMO. You'll have MORE fun with faster xp gains

If exp is not being scaled after the patch, it makes more sense to level an Alt 1-50 now rather than leveling a vet character.
If the exp is being scaled, it still makes sense to level the vet char now.
