I have no problem with the game having PvP just as long as it is optional. Pretty much every MMO I have played has PvP and in each of them I have the option to ignore it and carry on progressing my character in PvE. All of the content for progressing from V14-V16 is in a PvP zone, which is a big FU to PvE players who don't want to quest there.
So there is a big difference between "missing out on some content" and having your progress halted unless you play through using an aspect of the game you hate.

And thus have no reason to purchase it at all. @ZOS_GinaBruno, @ZOS_JessicaFolsom, I hope it's been pointed out to management that their decision to not include any actual PVE Zones in this DLC is really going to cost ZOS a lot of revenue...... Those who ONLY PVE will not purchase this DLC as it brings them NOTHING but hassles.
This is the first DLC of ESO and marketed to the "limited PVPer's". Not a wise business decision by a long shot.....

IC was created with PvP in mind first ... ZOS management has acknowledged that already. With only one PvP zone in the whole game, the release of this type of content makes sense.
As one who likes both PvE and PvP, it still bothers me that there are PvEers still complaining about IC when the current ratio of PvE to PvP zones in the game is 22:1. When Wrothgar and Murkmire come out, it will be 24:2.
As you indicated, if PvEers don't like IC after testing a character on PTS, they simply don't have to buy the DLC. Easy as that.
