Magicka, Health, and Stamina stats - PVP

I'm seeing a lot of builds lately and I realized how high people's health is (around 20k), but having everything on magicka/stamina.
I see builds where all their set armor/weapons, attributes points, champion points, glyphs, go all into magicka/stamina yet being able to have high health.
How exactly can you put everything into magicka, but still have a fairly high health??

Skiserony✭✭✭That's not on all builds, on my DK with 19 health I have 21k magicka. For dps I stack spell damage and for sustain and get a drink buff.
I you want to build for max mag or stam, do that with your gear. At last use your attribute points to get to the health you want and spent the rest of the attribute points in mag or stam depening what build you have.0
