The issue is that people are too easily calling hax and exploits thus naming and shaming innocent players. Therefore it is better to report if you think faulty game is being done and let developers investigate if there indeed has been faulty play.

I think ZOS needs to be far, far more proactive about investigating and punishing exploiters. Their lack of action leads to this desire for forum justice. But the fact is, I can't tell you how many times I've seen people or groups accused of hacking or cheating or exploiting just because they killed a player or group of players, and those people got salty or didn't want to admit they got outplayed.
We don't need witch hunts on the forums.

I didn't vote because while I think it's a good idea people are aware of known scammers, I don't think you should be allowed to name and shame for the above reasons.

The lack of attention about cheater/exploiters is why I posted this poll if ZOS isnt taking action about this then (IMO) we the players need to. I love it when my group or I get out played it just gives us a challenge to overcome we've fought your guild mates before and had a blast getting wiped and wiping you. Each side learns new tactics and way to fight/survive and that's what I like both side having fun.

I know what you mean players do use exploiter and hack loosely but when you see players jump into keeps and kill the defender while their friends and faction members take down the walls with no counter siege thanks to the cheaters what do you do? Reporting will only get you so far and you've already lost the keep to the enemy because of foul play what can you do? I'm not going to roll over and let them keep ruining the game I'm going to call them out on cheating and let players know that this player is not a good player.

Players can't take be the ones to take action, because we have no way of verifying whether or not a player, or group, is in fact exploiting. We don't have the tools ZOS has to investigate players. Not only that but, players could use the forums to attack people they don't like.
Either way, if the naming and shaming policy were dropped, the forums would be full of false accusations.
