So go get em! I promise it's not hard, in fact a bit of time in a pvp zone would do most pve players a whole lot of good.
It helps teach and practice situation awareness and the awareness of your surroundings. You'll stand in a lot less fire if you are watching for it like you were a player.
I'm not asking to be given stuff.Everything is more rewarding if you have to work for it, rather than just, you know being given it.

PvE players just want it all.
Something I have noticed PvP players get rewarded with pittance in this and in Guild Wars 2 WvW, while dungeon runners get all the loot.
Who whines the most?
PvE players when they miss out on something.
Let us PvP players have some love for once.

There are 325 skill points in the game from all sources last time I checked. With that many, you can max out the crafting skills you need and still have plenty for combat skills even if you miss a few Skyshards.
Yes, I suck at battle and would like to complete collecting all shards.

It is what I have seen on a lot of forums where MMO's have PvP and PvE.
You want something so much get in PvP and stop crying about it. We all die in there, we all get ganked in there. Why should a PvE player be treated any different in there?
15 Skill points for Cyrodiil and another what? 5 for the Imperial City. My main has around 270 skill points. You're not missing anything.

15 skill points is enough to get 9/9 for the top crafting passive, 4/4 in the tempering one and an extra 1 for deconstructing which is big for someone who wants to master crafting as well as make their character as strong as they can be.
